The major reason that the government would try to slow China's growth is not theoretical, but practical - electric power supplies and coal are stretched to the limit, with little extra capacity. Weather, accidents, or just plain equipment wear out
can then produce a long shutdown, and some real economic damage.

The other reason would to be to direct more development inland.

Olympics may be silly, but several countries have used them to
emphasize their economic recovery and growth. Japan 1964, South Korea 1988 are examples. Symbolic power of the Olympics is pretty strong.
