Systema plans launch in India, to invest $7 bn

RUSSIAN TELECOM giant Systema JSFC is planning to invest up to $7 billion to roll out telecom operations in India subject to it receiving radio frequency from the telecom ministry. "We will be investing $4-7 billion in India depending on the size of the radio frequency we receive," said Alexander Goucharuk, president and CEO of Systema JSFC on Tuesday.

The company also plans to explore opportunities in retail, real estate, tourism, microelectronics, pharmaceuticals and film production in India. Senior officials of Systema are part of the high-level delegation accompanying Russian Prime Minister Viktor A Zubkov during his two-day visit to India.

Systema had acquired a 51 per cent stake in Indian teleco Shyam Telelink in September 2007 and plans to increase the stake up to 74 per cent within two years, permission for which has already been granted by the Foreign Investment Promotion Board (FIPB). Shyam Telelink, which offers code division multiple access (CDMA) telecom services under the Rainbow brand in Rajasthan, had applied for a pan-India telecom licence and has already received a letter of intent from the Department of Telecommunications.

It is now waiting to get the licence and spectrum. The joint venture of Systema and Shyam Telelink would be able to offer telecom services within a year of receiving spectrum, and is already in talks with Indus Tower, the joint tower company of Bharti, Vodafone and Idea Cellular.

It is also in talks with handset manufacturers and hopes to bring handset prices down by another 10 per cent. "Efficient utilisation of spectrum and value-added services like mobile TV and mobile commerce would be the key differentiators for us to capture the market," said Alok Tondon, MD, Shyam Telelink.
