I am not sure what you are trying to say. But communications are not considered an import or export. However at least one part of the conversation is not covered by the Constitution and goverened only by the Executive branch's power to negotiate treaties and to protect the country, thus it is completly legal to listen to such conversations. Though it cannot be used to procecute a US citizen without a search warrant.
