That number comes from Literacy Volunteers of America. I also find a source that says the number is 21-23%.

What is Functional Illiteracy?

Universal Education has significantly descreased the quality of service as competition is squeezed out and the government system is allowed to provide whatever quality of service the "educators" desire to provide.
