Hoover did more to cause the mess than the presidents before him. He signed Smoot-Hawley, he increased taxes (by a lot), he helped increase unemployment by applying pressure to try to keep wages up when revenue and profits where falling (so instead of cutting wages, employers just fired people), he increased government spending and debt, and otherwise had very negative policies. Quite a few of these negative policies where continued (or expanded) by FDR.
