A question -

If a Chinese government official has a choice between setting up one of two business, each costing 2 million to set up-

Business A Employs 10 people, half college educated, average pay of $30,000 a year.
Total payroll of 300,000

Business B Employs 50 people, only 2 college educated, average pay 3,000 a year
Total payroll of 150,000

If the official can only pick one, which will she chose and why ?
