No, it doesn't have to be done. What has to be done is to keep the free rider level down to the point where it can never threaten our democracy. It's naive to put your bet on our populist leaders. Their constituency is the great unwashed.

Can you name one in the last century in America? The closest I can think of is Ronald Reagan. Maybe Teddy Roosevelt, but certainly no others come close.
