There was great fear we were going into a depression after 9/11. They panicked and did everything the opposite of what Hoover did in 1930-32. Unfortunately the end result going to be temporary Hoovervilles, hyperinflation and much of the world pissed off at the USA. The world would be a much better place today if we had gone after Osama, Greenspan had not lowered rates so low and DC/Wall Street had not juiced the mortgage market with toxic ARM's and homeownership for anyone with a pulse..
