Prop 13 will eventually be modified - but not for a few more years.

Voting and donating to political candidates correlates strongly with home ownership, and likely correlates with how long a person has lived in one place.

Many voters in California have a large part of their net worth in their house - and you can bet that your housing price collapse
scenario will be featured by those opposed to the large changes in Prop 13.
