Yes there are. You have to be vested to collect. With SS it's 40 quarters that you have to work and pay in to collect. I don't collect SS because I haven't earned enough quarters.

They are also not tax deductable.

That's irrelevant. And bizarre.

So Medicare and SS are universal

They aren't universal. They are only for those who have paid in and are vested.
