It was "government entities" (or government sponsored entities, i.e., university research) that invented the entire nuclear industry

I think this government regulation that stalled further nuclear plant development is what they had in mind.

"Plants already under construction were stymied by new requirements that caused tremendous uncertainty both in building and in the actual start-up of power production"

f the same money was put into wind and solar power and research, we would be far better off.

There is a major advantage to wind and solar over nuclear in that the eneergy supply for the first two is free - whereas that is not the case for nuclear. So with nuclear you are at the whims of the market for supply. There is a limited availability of uranium and that price will only go up.
