You link is from the year 2000 not exactly current.

More importantly it doesn't answer the question of how many people have no net tax liability. It shows that 31.1% of tax returns reported an income of $20K or less but

1 - Not everyone files, esp. if they have very low income and no tax liability.

2 - The set of people who on the net owed and/or paid no taxes is not an equivalent set to the set of people with incomes of $20K and below.

FYI 97% of all income tax is paid by the top 50%:

IMHO it would be ridiculous o deny that while there are some taxpayers below that rate that pay some taxes, by in large the bottom 50% are effectively free riders on the system who receive considerably more in benefits than whatever they contribute.
