Because it was an adjustment for higher cost of living areas.

But

1 - Even in those areas $70-$80K isn't poor, and in fact is well above the median income for the states in question, or for any state (the adjustments to higher amounts where per state, not county, city, zip code etc.)

2 - Those areas really are more expensive to live in, even the states overall cost of living is higher, but why should the federal government subsidize this cost, doing so only helps increase the cost of living in those states.
