Big % of the people's income -in Scandinavia- is provide by government. That money comes from heavy taxation.

That's why we have purchase power parity. One guy may be earning 50% of a Norwegian and still doing much better than him.

Again is better to be poor in Scandinavia but it is better to be rich elsewhere: you can get cheap club services, household help, plus a lot of professions that don;t earn huge salaries. Meaning: you can go to the beach and don't have to paint your house oir repair the roof yourself during your summer holidays.
