I'm talking about the entire tax code (which isn't just personnel income tax, or even just income taxes of any kind), regulations, and regulatory interpretations, but not any code, regulations etc. that are not about, and do not effect, taxation.

Also the average for each state would have to be considered (or for large multi-state entities the total for a bunch of states, perhaps all 50)
