Qwest did. According to the CEO of Qwest, the NSA approached him in April of 2001 for information on their customers. He refused because that wasn't legal.

There weren't any lawsuits at the time. So that wasn't the reason.

That isn't an answer, Brumar. No company has refused to cooperate because fear of a lawsuit. But the law has lapsed because the Republicans blocked a planned extension. So, is the power granted by the law important to safety or not? If it were important, seems like an extension was a no-brainer. At least there would be something in place. But, we don't have that. And that is the fault of the Republicans.

Assuming it is really important, that is. Their actions seem to indicate it isn't really.
