Technically, as I understand it, "the commons" is public space--parks, shared grazing or fishing areas, air space, and the like. You mentioned a "who pays" focus but I think the focus is "who owns." Everyone gets to use.

I've enjoyed the discussion of applying that concept to communal tax monies. There are some similarities and some differences. They have been interesting to explore. Excellent thought experiment.
