No, roadways and infrastructure are used by the commons that paid for them, just as health care in Canada is used when needed, by the commons that paid for it.

In Canada the commons pay for, and use,roads and infrastructure and health care.

In America the commons pay for, and use, roads and infrastructure.

Individuals in America pay for their own health care outright, or pay premiums for health care plans. Increasingly many rely on the government coffers to pay for their medical needs, weaseling out so to speak, of their personal responsibility to provide for themselves, as American's are so proud of.
