I guess it would indeed include children who pay not tax.

If you want a percentage of households that pay not tax, rather than the percentage of individuals it would presumably be somewhere in between 31% and 46%.

Doing the math from the data at the site you linked to would seem to indicate that just under 39% of "tax paying units" pay no taxes.

I made up "tax paying units" to indicate the total of "households" for tax purposes, plus individuals.

But this new calculation doesn't just drop off children, it also drops off non tax paying spouses (technically it considered two spouses and any children or other household members who pay not tax, as one unit).
