Only if they have controlled and limited access, such as a toll rode (divided between people who pay and those who don't) or a privately owned road with "private road" and "no trespassing" signs at the entrance.

Please tell me where your little piece is located. I can't seem to find mine. You'd think there would be some registrar out there somewhere. And of course we'd have to pay property tax on it.
