The military decrease started before the Republicans came in to power.

To the extent that it continued and they didn't stop it, they can be blamed, but that doesn't mean they don't get credit for reducing the deficit, and keeping a lid on spending growth (which in my opinion is more important). Clinton gets credit for reducing the deficit as well I'm not trying to claim its purely a Republican thing.

My post wasn't about blaming Clinton for the reduction of the deficit as much as it was about the fact that he made the military smaller made it easier for him to reduce the deficit, and at the same time made it harder for his successor. That point is true whether or not the decrease was a good thing. (I think some reduction in size was warranted given the end of the cold war, I just think Clinton took it a bit to far)
