You mean snowbirds LOL... Naw... for all the complaints about our healthcare system... I find very few folks that are willing to give that up and that alone is a huge factor... Besides Vancouver is not that cold... (it attracts many of our homeless from all over the country) and southwestern Ontario is no worse than northern California.. That's where most immigrants come.. despite government attempts to spread them out... quite a few even come to Montreal ... frankly once here I don't think the climate is an overriding concern with most... Doesn't seem to be yet.. The government fear is that the concentration in the largest population centres (IMO) is out of whack with the remainder of Canada.. A lot of my relatives that came over in the last wave from China moved to Calgary many years ago... They have no plans to leave and they are from the south of China... The Black Swan
