Why rule out astrology? Why can't the movements of the planets and stars cause periodic mild but consistent mood swings in all sentient beings. This could affect their perception and desires (maybe the new chemistry orients them towards relaxing rather than working, or giving up rather than trying, or makes them more anxious and distrustful). After all the proper functioning of economies is less about goods and more about feelings (consumer confidence, for example).
