3. The Law of Diminishing Your Returns;
4. The Racketeer Influenced And Corrupt Organizations Loophole Act;
5. The Buyer Be Ware... Be Very Ware... Law;
6. The Best Government Money Can Buy Law;
7. The Devil Made Me Do It Statutory Defense Act;
8. The What You Don't Know Can't Hurt You Law;
9. The Federal Opaque Markets Code;
10. The Honor Among Thieves Act, a/k/a, The Self-Regulating Criminal Enterprise Act; and
11. The So What If They Catch Us - Risk/Reward Statistical Analysis line of case law.

Of course honorable mention must also go to the Greater Fool Social Theory as well as the various Greed: A Deadly Sin and Money: The Root of All Evil Religious Theologies... however these principles have never, and will never, be the direct subject of legislation due to Constitutional restrictions on self-incrimination and the separation of church and state.

In simple terms the rule says the Market Maker can create a market in a security that's not trading but he's supposed to cover the position quickly. They have stretched the meaning of the phrase. I think what happened years ago was some broker saw no one checked out their short position after they failed to cover it. Then one thing led to another and word gets out. Then more doing it without realizing how huge this was getting. Now we have the end results of not watching what is going on. Money probaly kept their lips sealed.

Something like that. Which while simple is basically how it happened I think.
