No its growing mainly based on entitlement growth.

Military appropriations are on a long term downwards trend in terms of percentage of government spending. Fighting a war now means the costs are higher than just a few years ago, and maybe a larger percentage of government spending, but during this war military spending is a lower part of government spending than during the Gulf War, and much lower than Vietnam, which was in turn lower than Korea, which was lower than WWII).

Entitlement spending OTOH keeps growing as a percentage of government spending.

Also its not just about what areas have been growing already. New programs and spending change things. Obama wants all sorts of new programs and initiatives.

Obama will provide relief to those areas.

Military spending maybe. Debt service? Probably not.
