Gayl, a retired major and now a science adviser to the Marines, filed for federal whistle-blower protection last May with the Office of Special Counsel.In September, Sens. Joseph Biden, D-Del., and Kit Bond, R-Mo., warned the Marines not to retaliate against Gayl for telling members of Congress about Marines procurement problems. Gayl, they said, was a "hero."

Conway told McCaskill during a Senate hearing that the Marines were working to ensure Gayl's whistle-blower status is not violated. Conway's reference to an investigation of Gayl referred to inquiries made by the special counsel's office, said Col. David Lapan, a Marine Corps spokesman.

Kennedy told Conway that a Naval Audit Service report released in September supported Gayl's conclusions about delays in procuring MRAPs. The Navy's audit said the Marines's process for filling urgent requests from troops in the field was "not effective." The Marines, the report said, did not track the status of urgent requests.

The above is interesting because in the DEC 5th interview (the one when Conway labeled MARSOC SF) Conway bragged about saving 1.7 Billion by cutting the already approved MRAP order.
I thought it sounded nuts when I first heard him on C Span.

Here are some of Conway's words from the interview -
"So what we found is that they're mixing their convoys and their patrols with some MRAPs, maybe as route clearance, but also with some, you know, some seven-ton vehicles and also with some up-armored humvees. So that mix has also driven down our requirement. That we could save the government $1.7 billion with a decision, that would have us scratching our head about what we're going to do with this excess number of vehicles then in five years. Seems to me, it's all win-win. So that's why our recommendation to the JROC to curtail our buy, hope that the Army can then simply get their vehicles faster. "
