PB, once upon a time I was a civil engineer. Slope stability was one of my favourite topics. As you explain, it's not simply a matter of chucking rubbish in a big heap. HOW to chuck it in a big heap is what matters.

An enormous rubbish heap landslide 1 km high coming down the main street and through the front door would NOT be fun.

It's hard to invent something new, such as ski slopes on rubbish hills. I'm not surprised it has been done before.

But I don't think there has ever been one over 1km high.
