It's called "National Service" introduced by Charles Robb in one of his runs for office. Require all students, men and women, upon graduation to serve for 2 years in National Service----------the irony was that we were already a state where people volunteered in every capacity when he included this in his campaign. It was viewed as an attempt for government to control volunteerism and a way for avoiding a draft is one were ever instituted. Needless to say, it bit the dust as imo it should have. mj
