But I doubt if the Democrats would want him back on the No.2 spot, since they would consider him an outsider.

Bloomberg is a Democrat - a moderate Democrat. It is because the Democrat party has radicalized so much, he realized he had no chance to win Dem primaries, so he ran as a Republican in NYC.
