People either pay for crime by losing their possessions, and possibly their lives to criminals, or they pay by keeping them behind bars.

I'd guess that is why crime is down over all.

A good share of it is likely non violent and productive former members of society that were caught smoking a joint or some other drug related deal.

Internally illogical. If people in prison commit crimes when they are let out, then keeping them in MUST have a positive effect on overall crime.
