Petraus can't even defend the borders against invasions

An actual invasion could be smashed without all that much difficulty. Petraus isn't interested in (or presumably allowed by the administration) to smash units of the Turkish army going after the PKK.

The Cheney administration even had to apply for a mandate of occupation from the UN.

There is no Cheney administration, or a need to apply for any UN mandate. If the UN had said no, it wouldn't have any measurable impact on the situation.
