Because the insurance companies can do a better job, and the government doesn't and shouldn't have the right. It only makes matters worse. Better to use charity.

IMO the problem is completely ficticious. The homeless wouldn't bother with the insurance, except at the emergency clinic, where they can get the same care now. Most of the uninsured are either rich and don't need it, or are between jobs. Just socialiast propaganda. In other words there is no need, nobody would get greater health care, it would only benifit the politicians and bureacrats.
