No. That's normal. Paradise is this: "The jail was an almost unnaturally quiet place where inmates enjoyed endless coffee and juice, exercise bicycles and weight machines, and cable television, as long as they obeyed the rules."

What? this looks good! But wait a moment! look to the side effect! "the jail's population has risen by 47 percent in the past six years".

No wonder! With this cushy life who would like to go out and work, hein?

A better way must be found. Put that iron ball to the leg and send them to harvest watermellons.

Build some walls around the houses too. This will add to the GDP of the country and constrcution sector can kick start again.
