No. But --- if we eliminated our silly, counter-productive, criminal class and corruption creating Big Government 'it takes a village' nanny state Prohibitionist laws insofar as they affect the liberties of adults --- then we could save 40% or more of all that money we spend on the criminal/industrial complex... and CERTAINLY we'd be able to afford BETTER enforcement of the criminal laws (such as 'murder' and 'rape' that you mentioned... but also all the property crimes) which are actually useful and important!
