(I would start with so-called 'harm reduction policies'... treatment alternatives to prison, refocusing longer prison sentences on violent offenders, etc... and then move on to 'de-criminalization' of the widest public use substances, one-by-one... and measure results and make policy adjustments as we go. Actual 'legalization' for ADULTS would be the end goal, but hopefully de-criminalization could produce fairly quick benefits as far as moving the black markets aboveground, and assessing taxes on them to better defray they costs society bears, and reduction/elimination of the multi-millionaire 'criminal overlord' class that has been - along with all the public corruption - created by our idiotic prohibitionist policies.)
