It is a matter of economics. If we put all the potential burglars in calaboush, it would much more than building walls.

Then they will learn more about the profession inside calaboush and come out more dangerous. We prefer to let potential burglars free. They don't learn more burglar skills nor become professional inmates.

Thus economy going up, fences will go down.
