Recycling the petrodollars isn't considered a problem these days. Money can be used for spending and nothing else. It can be used to stuff sagging mattresses, but there's only so much needed for that.

If the oil sellers just put it in the bank, somebody else will borrow it and spend it. So, spent it will be.

There isn't anywhere for it to hide. Sure, some banknotes can just sit in wallets for a while, but that's a small proportion.
