Note sure what you mean. I never knew there was a decision not to rebuild New Orleans.

If anything, I'd say Gulf coast real estate will suffer from insurance problems, but I don't blame the insurance companies for wanting to avoid bad bets. Individuals, if they can obtain insurance, will happily do all sorts of stupid things, provided somebody else will pick up the tab if things go wrong. I guess earthquake insurance in CA is similar, or fire insurance in parts of CA as well. Same is true for FEMA in many places of the USA, not just the Gulf coast areas. Heck, for that matter, crop insurance for farmers sometimes amounts to the same thing. Anytime the government decides to provide insurance, rather than private enterprise offering it for profit, is usually a good indication that the risk is too high.

Makes me nervous about healthcare reform, although in that case we do need reform.
