Yes, it is true. Here are the numbers (and NO, these numbers are not from Chinese propaganda machine<g>, they are from some international human right whatever, I don't remember the name):

The US has 2.3 Million prisoners with 303.5 million population;

China has 1.5 million prisoners with >1.3 billion population,

Russia has 0.89 million prisoners with 145 million population.

Believe it or not, I read a report US hold more prisoners than China which have 4 times of population.

That wouldn't be because they execute most of their major criminals, now would it?
