You are confused and your numbers are not relevant.

A great example is 2000/2001, where Intel was scrambling to restart its production investment program in reaction to AMD's terrific success with Athlon. After that, when AMD ran into problems with Thoroughbred in 2002, Intel slashed investment.

The R&D numbers you are using include a broad mix of items that range from bench science to things like advertising for Centrino - that's listed as R&D investment in accounting. The numbers you're showing reflect, for example, Intel deciding to spend ~$1 Billion to try to get into the big screen TV business (when they thought AMD was finished).
