"Medicare pays for health care for people with pre-existing conditions, but it doesn't really insure them." Oh, puhleeze.... My understanding of insurance is that it involves collecting premiums and saving funds to pay for anticipated expenses. Medicare is a transfer payment system in which current beneficiaries receive benefits paid for by current payers. Any excess funds have been spent instead of invested.
