The labor force participation rate includes the unemployed looking for work. So, no, that is not an acceptable metric for very obvious reasons.

There is a very good reason why it does. Because the unemployment rate counts the people looking for work.

Combined together they make a very acceptable metric.

With both rates together you know (to the extent the stats are accurate) the percentage of the labor force that is working, the percentage that is looking for work, and the percentage that isn't looking for work. What else do you need to know?
