Only ad-hominem abusive implies a personal attack.

Ad-hominem circumstantial is just an argument that someone is wrong because of who they are or the circumstances they find themselves in, without including a personal attack.

And even if the definition of the formally defined logical fallacy did not include the circumstantial type ad-hominem (and it does) the logic of arguing that someone is is shown to be wrong because of their occupation, circumstances, ideology, etc. would be just as weak.
