That's a fine statement of principles but not useful as criteria for when the government should take over and provide for its citizens. You beliefs may make it seem intuitively obvious to you but to me it's nothing more than an assertion of your values. You can't build viable systems that way. You need something objective and specific. Thanks for your input, anyway. Your thoughts are interesting.

A few months back my hubby brought me to an emergency room. While he was waiting for me to be processed, he carefully watched other users of the ER to see who paid co-payments and how much they paid. My husband was one of two people that paid in full for the co-pay during the 4 to 5 hours he waited there. SOme most likely were billed and paid later but how many of those people never paid? Our high insurance costs include monies for all those that don't ever pay.
