There was an economic boom in the 1990s because the country was not borrowing huge sums of additional money. Two major positive economic factors in 90's were cheap energy and a dot com and tech fueled stock market heading for the stratosphere. Everyone and their monkey was making money in the market then. Clinton was the lucky beneficiary of said conditions, as well as a GOP Congress that, at least for a few years, showed some fiscal cojones. Anyone who simplistically thinks that "Bushies" are the sole cause of the current economic woes, ain't seen nothing yet. Whichever pandering incompetent wins the White House this year is going to have to deal with some real tough situations. Hard rain's a gonna fall....
