Your coverage doesn't lapse as long as you pay your premiums. Your employer or lack of same is irrelevant. That's what portability means. If you absolutely can't pay your bills for an extended period, you go on the dole.

As for your premiums, that's not a function of portability but I would design the system to not move people into different pools pools involuntarily. Once in, you're in. If you absolutely can't pay your bills for an extended period, you downgrade your coverage until it's affordable or go on the dole. That's not a function of portability, either, just my thinking about how it might work.
