"Personally, I like the idea of being able to change insurance companies if I find mine too disagreeable." That is not an option for tens of millions of people. Lots of people are complacent because their employers provide them with insurance, and if they leave the job they have COBRA, but COBRA runs out eventually ... and they find there is not a chance in hell that any insurance company will provide them with coverage, disagreeable or not.
