Really we are using "the basics" in different ways. I'm talking about the fundamental ideas of the discipline. The simplest policy debates often go well past the fundamental ideas.

There is quite a bit of difference between 0 and 2%.

Well if your looking for the mainstream answer its more like between 1 and 2%. Ron Paul is on the fringe on this one.
