I think that the "right" to health care is what this debate is all about. Without this discussion, all arguments end up in an endless circle.

Sort of. What all arguments actually end up in is an endless circle of talking points from differing points of view.

Some of which, or perhaps even none of which, could be right.

It seems to me that if it is not a right, then government has no right to get involved.

That's an unusual position. Most people don't think that government should never get involved in anything but issues of protecting natural rights, and those who do have such an opinion tend to be extreme, very hard line libertarians.

Is there no area where you think its proper for the government to be involved but think there is no issue of natural rights involved?

I think that the "right" to health care is what this debate is all about. Without this discussion, all arguments end up in an endless circle.

I submit its more the opposite of that. If the discussion has to be about the issue of is there such a right it will be an endless circle (unless everyone agrees, and then there isn't much to discuss). But if the discussion is on identifying practical problems and looking for practical solutions, than the conversation can move forward, you can find points of agreement, you can get interesting new ideas from people with a different viewpoint, etc.
