There is no such thing as a "Democratic Congress". There is not even such a thing as a Democratically controlled Congress because of the filibuster rules. There is only a Congress with Democratic and Republican members.

The reason the Dem congress is not popular is because they have not been able to force Bush to bring our troops home, nor have they been able to put Cheney in prison and impeach Bush. Actually they could have done all three if they'd wanted to,m and many do, but they decided on a more centrist agenda. This has resulted in their popularity dropping amongst democrats, and Repubs of course will always disaprove of a dem congress, so who's left? Just a few moderates.

Bush-Cheney are unpopular because they have failed and betrayed the nation. And if the congress were still run by DElay they'd be even less popular.
